Where Do We Send the Bill?

I've been complaining that one of the most basic things has been missing from the health care reform debate in America: who is responsible for paying for health care? Is it the individual's responsibility or a societal obligation? And without answering that question we can't move forward on fixing the problems. Finally, a national op-ed that raises the same concern. It doesn't answer the question, but does point towards some answers.

The UMC Social Principles in ¶162 states emphatically: “Providing the care needed to maintain health, prevent disease, and restore health after injury or illness is a responsibility each person owes others and government owes to all, a responsibility government ignores at its peril.”

I agree, sort of. I also think each individual is responsible for their own finances. So health care for all is a societal responsibility, but not necessarily a government obligation. Now how do we put these two things together?
