Poor or Immoral?

Is this the poorest person in Tuscaloosa?
Until the end of April, this was my daughter's roommate in Alabama.
When she (or her parents, more accurately) stopped paying rent and they were served an eviction notice, my daughter moved out.
But she continued to make the rent payments for the apartment, since she had committed to do so through the end of the lease (July 27th).
Last week, my wife traveled to AL to put the apt back into original condition (repaint the walls, clean the oven, etc) in order to have the security deposit returned.
It turns out they haven't paid for July yet, and there are late fees on the account.
My wife left Sat AM and drove back to Texas. About noon, our daughter called her to let her know she heard from the roomie. The roomie has not actually been living there; she has been back home in the Atlanta area. It seems Roomie's parents had gone to the apt and were upset to discover that my daughter had removed the washer & dryer they had purchased in partnership.
Daughter advised Roomie that they were "insurance" in case Roomie skipped.
Guess what?
Roomie's 'rents have cleaned out the rest of Roomies belongings and did not repaint. They also have not contacted the leasing office and there was a notice on the door this morning from Alabama Light & Power seeking payment (that utility was in Roomie's name). Daughter went to the apt w/site mgr for a walk through prior to turning in her key.
It is also reputed that Roomie's car was repossessed in January. Daddy paid the car off to ransom it from the repo lot.
Daddy is on disability. They have moved the past three summers (but are always in very nice houses <$300K & up>). Daddy never drives his own car to visit Roomie - it is always a borrowed vehicle. His cel number changes like my underwear and they were upset when they learned Roomie was reimbursing Daughter for her utilities with a check. That changed to cash IMMEDIATELY.
One final kicker - turns out they possibly forged the signature of Grandpa on the lease as the co-signer. Grandpa supposedly passed away last month, but had told the apt mgmt company he knew nothing about the lease and he hadn't left Brooklyn in years.
So, do you think they are broke, dishonest, Russian Mafia or otherwise trying to be "off the grid"? Help me out here, Rat. You have connections in NYC?
